Following helpful feedback from Michael Kay, I've fixed the egregious
use of a non-absolute namespace name for the Test Suite namespace, and
corrected all the metadata.
Interested parties can _either_ reinstall from the updated
distribution [1] or checkout the xmlschema2006-11-06 subtree from the
W3C Public CVS server [2].
