XProc specs at github?

Hi Liam,

The XProc WG, assuming it gets rechartered to do further work, would
like to use github to manage documents and issues. I know that other
WGs in the W3C have been able to do this. Can you tell me what, if
any, process hurdles we have to leap in order to get dispensation to
do that?
