XProc V2.0 Requirements document for review

Dear WG,

At the face-to-face meeting today, we drafted a proposed FWPD for the
XProc V2.0 Requirements document. You can review it here:

With the exception of the Status of This Document section, I think it
is ready to go. Please send any comments you have. I propose that we
publish this document in the week of 7 October.
