GRDDL Step?

I think we should also explore a GRDDL step in our future charter
work.  In my brief look at the specification, it seems to me that the
ability to apply multiple transformations might be difficult to do in
general but implementing an atomic step would not be that hard.

I could see the output of this step being either RDF XML or a c:data
wrapped turtle document.
