Advance notice on agenda item #1

I won't get a chance to publishing an official agenda until tomorrow,
but fair warning: the first technical item will be discussion of the
"alternate" draft (or the draft formerly known as the alternate draft,
I suppose :-)

The chair will be sorely disappointed if members of the WG arrive
without having seen it or given at least some thought to its relative
merits with respect to the previous editor's draft.
