Please send comments on the spec to the comments list

If you're commenting on the spec, please send the comment to the
comments list. That must makes tracking them marginally easier and
puts all the comments in the same archive.

Of course, if you want to limit discussion to members of the WG for
some reason, feel free to send it to the WG list. Note, however, that
the WG list is public-readable too.
