param vs parameter

We have inconsistent names in the spec right now with respect to
parameters.  I'd prefer that we not use abbreviations but I'm
not going to lay down on railroad tracks for 'parameter' if the
preference is for 'param'.

Meanwhile, we have one lonely 'declare-parameter' while the
others are named 'import-param' and 'param'.
