The XProc specification states in section 5.8 p:declare-step: "The value of the type can be from any namespace provided that the expanded-QName of the value has a non-null namespace URI. It is a /static error <http://www.w3.org/TR/xproc/#dt-static-error>/ (|err:XS0025| <http://www.w3.org/TR/xproc/#err.S0025>) if the expanded-QName value of the type attribute is in no namespace or in the XProc namespace." These two sentences appear to be in part contradictory. The first sentence states that the namespace can be any non-null value.
