That is true, but maybe there is some value for some people in allowing: <p:data wrapper="foo" wrapper-namespace="http://bar.com"/> as an equivalent of: <p:data wrapper="bar:foo" xmlns:bar="http://bar.com"/> ? You don't have to think of a prefix and create a binding for it, plus it is consistent (at least conceptually) with the wrapper-* options of some of the steps. But I don't think strongly about this.
