A small comment on your serialisation of HTTP in XML at 7.1.9. We've been working on something similar in the mobileOK checker Task Force [1] and there's also been work under ERT on an RDF representation. There may be a global optimisation in having a single agreed way of representing HTTP in XML. There are, no doubt, significant differences in the purposes and requirements here. For example, we anticipate responses not to be well-formed and we need to know what their xml declaration and doctypes are, if any. We need to capture each redirect and so on. On the other hand, we haven't considered multipart bodies, as you have, and that is probably something we should rectify - though it's not an active part of our requirement for now. It's not clear to me that the requirements are similar enough to warrant unification of formats, but I thought I would mention it. There are some examples [2] of our representation (part of our moki format) and a rough sketch of an XSD [3] for moki.
