Publication Request: XInclude 1.1 as a Candidate Recommendation

The XML Core WG requests publication of
XML Inclusions (XInclude) Version 1.1
currently staged at
http://www.w3.org/XML/2015/06/xinclude-11/
as a Candidate Recommendation.

The URL cited above is for the most recent draft
version of the draft as of 24 June 2015, designed to
be published on June 30 by having the directory
moved over to
http://www.w3.org/TR/2015/CR-xinclude-11-20150630/
in its entirety.  We believe it satisfies all relevant
pubrules.

The WG's decision to request transition to CR was taken
during a WG telcon on February 4 whose minutes may be found at
http://lists.w3.org/Archives/Public/public-xml-core-wg/2015Feb/0004

The transition approval was given by Philippe on 2015 June 23
in an email that should be archived in the w3t-comm@w3.org list.

XML Inclusions (XInclude) Version 1.1

Abstract
--------
This document specifies a processing model and syntax for general
purpose inclusion. Inclusion is accomplished by merging a number
of XML information sets into a single composite infoset.
Specification of the XML documents (infosets) to be merged and
control over the merging process is expressed in XML-friendly
syntax (elements, attributes, URI references).

Status of this Document

This section describes the status of this document at the time of its
publication. Other documents may supersede this document. A list of
current W3C publications and the latest revision of this technical
report can be found in the W3C technical reports index at
http://www.w3.org/TR/.

This is a Candidate Recommendation of XInclude 1.1 for review by
W3C Members and other interested parties. The Last Call period
ended 17 January 2015. There were no comments to this latest
Last Call (all previous comments having been incorporated into
the Last Call and all commentors having been satisfied).

XInclude 1.1 adds some upward-compatible enhancements to the
XInclude 1.0 Recommendation as discussed in the XInclude 1.1
Requirement and Use Cases document. The three key enhancements
can be summarized as follows:

* added support for a fragment identifier into text/plain content,

* additional processing to allow for “annotating” the post-included
   infoset with further information, and

* allow implementations the flexibility to support additional |parse|
   values.

This document has been produced by the W3C XML Core Working Group as
part of the XML Activity. The Working Group expects to advance this
Candidate Recommendation to Recommendation Status. We expect to exit
the CR period with at least two interoperable implementations of all
the features being added as part of XInclude 1.1. We will not exit
CR before 25 August 2015 by which time we do expect to have sufficient
implementation experience.

to check their conformance to the changes included in this new edition.
