Update XML Schema namespace document

Liam,

Per the minutes of the 15 October 2014 meeting of the XML Core WG[1],
would you please copy the updated namespace document[2] for the XML
Schema namespace to the namespace URI[3].

If there are any other process hurdles, please let me know.
