where it says:

The Document Contact MAY request publication of a document that is not 
yet installed at its final location, but in this case MUST provide 
installation instructions to the Webmaster.

my understanding was that--with the instructions I gave--the
Webmaster would install the documents.

Please explain in what way my understanding is flawed.
