yes, sorry if I wasn't clear about that, the charters are the same,
modulo
(1) updates that were agreed on and discussed (the change to add XML
Normalization was discussed with Norm in the CG meeting but was
consistent with what we'd discussed in XML Core, that the work would
rely on people joining. I don't think there are any other substantive
changes to the XML Core charter since you and I last discussed it.

There's no additional approval phase but I think there's also no
foisting :-) but you can see
http://www.w3.org/XML/2013//xml-core-charter.html if you like. I still
also have to check the "changes since last charter" and "previous
charter" links, remove "DRAFT" and some other minor tidying that happens
when they get approved.
