There's no additional approval phase but I think there's also no foisting :-) but you can see http://www.w3.org/XML/2013//xml-core-charter.html if you like. I still also have to check the "changes since last charter" and "previous charter" links, remove "DRAFT" and some other minor tidying that happens when they get approved.
