old user request for xinclude extension

While working to get our XInclude 1.1 RD ready
for publication, I looked at the XInclude comments
list which has been pretty dead for several years.

But interestingly, I found
http://lists.w3.org/Archives/Public/www-xml-xinclude-comments/2009Apr/0000
where the user wanted to be able to have an extra
attribute from the xi:include element end up on
the root included element.
