Either Core has MicroXML in its charter as a Rec-track deliverable, or it doesn't. If it's a Rec-track deliverable there need to be milestones and participants will need to declare and exclude any essential patents in the area. If it's not a Rec-track deliverable no exclusions are required, but if Core later wants to move it to the Rec track we'll need to re-charter. On this basis I included it on the Rec track, but I'm of course happy either to (1) take it out, or (2) to make it a MAY.
