I don't believe any such substitute exists. Entities are resolved "at
parse time" and any subsequent processing we could describe would be
operating on the infoset. In theory, we could specify that the
processing depended on unexpanded entity reference items in the
infoset, but since almost no parsers produce such things, that doesn't
seem like a good start.

We could describe <xml:entity> and <xml:ref> semantics that would be
entity-like, but I'm not confident we'd see much adoption.
