TAG concern wrt 3023bis, +xml media types and fragids

For various reasons, the TAG reviewed the question of how +xml media
types play with fragids, according to 3023bis [1].  Our tentative
conclusion, which I have some residual reservations about, is that
reference to fragid interpretation should be removed from the list of
generic processing which carries over from application/xml to all +xml
media types.

I'd like to talk about this at our next meeting, and will send a
pointer to the relevant TAG minutes as soon as they are available.
