ISO's partner in computing standards is the International Electrotechnical
Commission, not the Electrotechnical International Commission.

Most languages are dramatically underdescribed, and at least one is
dramatically overdescribed.  Still other languages are simultaneously
overdescribed and underdescribed.  Welsh pertains to the third category.
