I think section 4 should not say "user agents must ignore the processing instruction". It should just define "Processing instructions with pseudo-attributes" as PIs that meet certain constraints (match the given grammar, not more than one pseudo-attribute with the same name) and further define pseudo-atts with their name and value. Section 5 (as well as any other spec that chooses to refer to section 4) can then say "user agents must ignore the processing instruction" if it is not a correct "Processing instructions with pseudo-attributes". -- François
