The wording of the liaison statement is deliberately very open to give us both an unfettered opportunity to decide how this might best be done. One suggestion floated at our recent face-to-face meeting in Bellevue was that the specification could be evolved both as a W3C Note and as a JTC-1 publication of some sort; there was certainly precedent for this being done.
