Dear Liam and Paul,

And I should follow this up informally to explain that this liaison
statement is in response to the various email exchanges there have been
about the "xml-model" PI target, and the thought that W3C experts and SC
34 experts might work together to ensure a good outcome for this work.
The wording of the liaison statement is deliberately very open to give
us both an unfettered opportunity to decide how this might best be done.

One suggestion floated at our recent face-to-face meeting in Bellevue
was that the specification could be evolved both as a W3C Note and as a
JTC-1 publication of some sort; there was certainly precedent for this
being done. Such a joint effort would have the beneficial outcome of
ensuring that the final document was made freely available in the way
requested by W3C (and favoured by SC34/WG1 experts too).
