It seems that you are much familiar with W3C Process then me but AFAIK
Note doesn't require rechartering. Personally I really don't care
whether it will be Note or REC, but producing REC will require more
cycles from working group and editors. Moreover think that such document
will be more like best practice then real binding recommendation.

LOL, Henri as you know XML API situation in Java much better then me,
you should be aware that JAXP is really not interface which is developed
and maintained in an agile way. ;-)
Yep, but I agree that it would be nice to have such facility out of the box.
