I believe that the sentence "A document that uses xml:id attributes that have a declared type other than xs:ID will always generate xml:id errors" in Appendix D.3 was copied erroneously from Appendix D.2. Processors inspect and alter the infoset and the PSVI, and require that an xml:id attribute either be given the correct type or no type at all, but there is nothing corresponding to the infoset or PSVI for RELAX NG.
