Transition Request: PER Request for Namespaces in XML 1.0 Third Edition

The XML Core WG requests transition of 
  Namespaces in XML 1.0 (Third Edition)
available at
http://www.w3.org/TR/2009/PER-xml-names-20090806/
to a Proposed Edited Recommendation (PER).  

The Namespaces in XML 1.0 Second Edition was published on 16 August 2006

at http://www.w3.org/TR/2006/REC-xml-names-20060816/
as a Recommendation.  

Changes since the previous edition are outlined in Appendix D and a 
diff-marked review copy of this PER is available at

The changes are to apply the existing errata listed at
http://www.w3.org/XML/2006/xml-names-errata
which are all editorial in nature.  Given this, we are suggesting 
that we may not need a PER Transition telcon.
 
The WG's decision to request transition to a PER was taken 
during a WG telcon on 2008 July 29 whose minutes may be found at
http://lists.w3.org/Archives/Public/public-xml-core-wg/2009Jul/0076


SCHEDULE

We propose a publication date of 6 August 2009.

We propose that the PER period lasts from the date of publication
until 14 September 2009.

Abstract

XML namespaces provide a simple method for qualifying element and 
attribute names used in Extensible Markup Language documents by 
associating them with namespaces identified by URI references.

Status of this Document

This section describes the status of this document at the time of its
publication. Other documents may supersede this document. A list of
current W3C publications and the latest revision of this technical
report can be found in the W3C technical reports index at

This document is a product of the XML Core Working Group as part of the
W3C XML Activity. The English version of this specification is the only
normative version. However, for translations of this document, see
http://www.w3.org/2003/03/Translations/byTechnology?technology=xml-names
. 

Known implementations are documented in the Namespaces 1.1
implementation report (all known Namespaces 1.1 implementations also
support Namespaces 1.0) . A test suite is also available via the XML
Test Suite page. 

This third edition incorporates all known errata as of the publication
date. It supersedes the previous edition of 16 August 2006 . 

W3C Advisory Committee Members are invited to send formal review
comments to the W3C Team until 14 September 2009. Advisory Committee
Representatives should consult their WBS questionnaires.
