I've added 10 new tests, to cover the changes _other_ than the
big character set one:
 1 for E10, allowing any 1.nnn version;
 9 for E6, the clarification wrt byte order marks in external general
 entities.
RXP's development branch, not yet released, passes all 10.  Daniel
and Wayne, if you could check your new versions against the latest
test suite, particularly the eduni/errata-4e sub-collection, that
would be great.
