Richard believes Henry made changes to Richard's parser
to handle the extended ranges.  In any case, he believes
he could easily have a conforming application.

DV hasn't done the changes yet, but he does plan to do so.

ACTION to Glenn:  Check with Apache folks on status of
implementing XML 1.0 5th Edition.

ACTION to Henry:  Check with Microsoft on status of
implementing XML 1.0 5th Edition.

Henry has updated the test suite to have tests for
the 5th Ed changes.  Richard says one may need to
alter the harness to allow someone to test against
the 5th Ed version specifically.

ACTION to Richard:  Check with Henry about the test suite
especially wrt 5th Ed tests.
