We are ready except for the final IR, but we have enough
to start the process, so I will send in the PR request,
and Henry will work to schedule a transition telcon.

We discussed this and decided to stall for a while on 
revising these various specs with the exception of
XLink 1.1 which we decided to take back to LC (see below).

We've decided to take XLink 1.1 back to LC, so Norm will

We will plan to vote to take XML 1.0 5th Ed to PER
on our next telcon provided we have an updated draft
from Francois.
