Here is my draft (2nd) PER requestion for XML Base Second Edition. Please review and comment, especially Henry, Philippe, and Richard. Assuming we approve to go to PER in two weeks, and assuming we either don't need a telcon or we can schedule one soon, I picked March 20th as the proposed publication date and 2008 June 30 as the earliest end date. We should say something in the status (I've suggested an outline in the SOTD below) about exit criteria that refers both to the date and to 3987bis. The URL cited above is for the most recent Member-only version of the specification as of 12 March 2008, dated to reflect the expected publication date of 20 March 2008 and designed to be published by having the directory moved over to http://www.w3.org/TR/2008/PER-xmlbase-20080320/ in its entirety. This is the second request for PER of XML Base Second Edition. The first PER is at http://www.w3.org/TR/2006/PER-xmlbase-20061220/ We never progressed the first PER of XML Base Second Edition to Recommendation due to issues of how we defined legacy IRIs which we had been calling XML Resource Identifiers and which, in this latest PER (and in RFC 39897bis) we are calling LEIRIs. The XML Base First Edition was published on 27 June 2001 at http://www.w3.org/TR/2001/REC-xmlbase-20010627/ as a Recommendation. All changes to the document are recorded in the XML Base Errata document at http://www.w3.org/2001/06/xmlbase-errata . A diff-marked review copy of this PER is available at http://www.w3.org/XML/Group/2006/09/xmlbase-2e/Overview-review.html Appendix D of this latest document outlines the changes between the First Edition and this PER. The only difference between this PER and the previous Second Edition PER is outlined as point 3 of Appendix D. Given that the changes between the previous (first) Second Edition PER and this (second) Second Edition PER are effectively editorial and do not change the syntax or meaning of anything in the first Second Edition PER, we are suggesting that we may not need a PER Transition telcon, but we leave that decision up to the Director or his appointed decision maker. We propose that the PER period lasts from the date of publication until 30 June 2008 (though note that the exit criteria for this PER as mentioned in the SOTD also requires that we wait for RFC 3897 bis to be published as an RFC). This second edition is not a new version of XML Base; its purpose is to clarify a number of issues that have become apparent since the first edition was published. Some of these were first published as separate errata (http://www.w3.org/2001/06/xmlbase-errata), others were published in a public editor's draft in November 2006 (http://www.w3.org/XML/2006/11/xmlbase-2e/Overview.html), and a PER in December 2006 (http://www.w3.org/TR/2006/PER-xmlbase-20061220/). Before this XML Base Second Edition can exit PER and proceed to Recommendation status, RFC 3987 bis will have to be published as an RFC. There is no implementation report or test suite for this specification, but there is a document describing methods of testing XML Base conformance. Publication as a Proposed Edited Recommendation does not imply endorsement by the W3C Membership. This is a draft document and may be updated, replaced or obsoleted by other documents at any time.
