I'm about to announce this, but when I click on the XML link
and go to http://www.w3.org/TR/xlink11/WD-xlink11-20080331.xml
there doesn't seem to be any stylesheet PI, so I just get the
tree view.

Maybe we should just ignore this issue for the Last Call, but
we should remember to address this issue next time around.
