We need to slow down and coordinate with others on HRRI

Turns out there's a CR draft that's been hanging around for 2 1/2
years from I18N [1] which at least overlaps a bit with the HRRI draft.

Our chairs will be hearing from the relevant I18N chair(s) to discuss
coordination (and with XML Schema WG, who have a strong interest here
too).
