Proposed clarifications to XInclude wrt xml:base and xml:lang fixup

I propose the following clarifications to be listed in the errata
document for XInclude:

In section *4.5.5 Base URI Fixup*, change

 "xml:base attributes are added to the result infoset to indicate
  this fact."

to

 "Unless suppressed by user option (see 4.5 above), xml:base
  attributes are added to the result infoset to indicate this fact, as
  follows:"

In section *4.5.6 Language Fixup*, change

 "Each _element information item_ in the top-level included items which
  has . . . has an _attribute information item_ added to its _attributes_
  property."

to

 "Unless suppressed by user option (see 4.5 above), each _element
  information item_ in the top-level included items which has . . . has
  an _attribute information item_ added to its _attributes_ property."
