One measure of success in making these changes is that we don't need to mention a new attribute added to the xml namespace in the C14N spec if it doesn't have any specific handling requirements. The thought is that if the C14N 1.0 spec had used the wording that we are adding then there wouldn't have been any great need to update the spec. Given this it seemed inappropriate to make additional references to xml:id attributes just to say that we don't do anything with them.
