Draft [2] Transition Request: PER Request for Namespaces in XML 1.1 Second Edition

Here is my 2nd draft PER requestion for Namespaces 
in XML 1.1 2nd Ed.

ACTIONS/QUESTIONS to Henry and Richard below.

One missing bits is the URL at which Richard will
put the latest draft.  Richard, I've made a suggestion
below (flagged with @@@)--let me know if you end up 
putting it somewhere different.

Also, I'll have to update the status for the final PER 
request.

I had failed to point to the review copy in my
earlier PER request draft, so I added that here.  I
invented a public-readable URL at which to put it,
marked with @@@.  Henry, let me know asap if you have 
any issues with that URI; Richard, please plan to put 
the review copy there.

Richard, the status in the draft currently points to 
http://www.w3.org/XML/2004/xml-names11-errata for the
errata document (which has nothing listed--shouldn't this
have content?).  Assuming we want a new errata document
for this 2nd Ed, I've updated the URL in the draft status
below (marked with @@@).  Let me know if you want something
different, and please plan to put some skeleton document
at that location.

The Namespaces in XML 1.1 First Edition was published on 
4 February 2004 at http://www.w3.org/TR/2004/REC-xml-names11-20040204/
The Errata document for the First Edition is at

This Second Edition incorporates these errata.  In addition,
there are several editorial changes, including a number of 
terminology changes and additions intended to produce greater 
consistency. The non-normative appendix "The Internal Structure 
of XML Namespaces" has been removed.  A review copy with changes

The WG's decision to request publication as a PER was taken 
during a WG telcon on 2006 May 31 whose minutes may be found at

SCHEDULE

We propose a publication date of 2006 June 14.

We propose that the PER period lasts from the date of publication
until 31 July 2006.

Abstract

XML namespaces provide a simple method for qualifying element 
and attribute names used in Extensible Markup Language documents 
by associating them with namespaces identified by IRI references.
