Pubrules knows how to deal with documents under 1 and 2. I don't think it knows about documents under 3. For those, the best approach is to follow the example of the XML 1.0 4th edition: [[ <p>W3C maintains a <a href="http://www.w3.org/2002/08/xmlcore-IPR-statements" rel="disclosure">public list of any patent disclosures</a> made in connection with the deliverables of the group; that page also includes instructions for disclosing a patent.
