Request for feedback on http://www.w3.org/TR/2005/WD-its-20051122/

Dear XML Core and XML Schema Working Groups,

The i18n ITS Working Group [1] has published a first working draft of the  
"Internationalized Tag Set (ITS)" [2], which implements requirements [3]  
for the internationalization and localization of schema languages and  
markup. From the abstract of [2]:

This document defines data categories and their implementation as a set of  
elements and attributes called the "Internationalization Tag Set" (ITS).  
ITS is used with new and existing schemas to support the  
internationalization and localization of schemas and documents.  
Implementations of ITS are provided for three schema languages: XML DTDs,  
XML Schema and RELAX NG. In addition, implementations are provided as  
fixed modularizations of various existing vocabularies (e.g. XHTML,  
DocBook, Open Document).

In this first working draft we have focused on the basic design decisions  
of ITS, see also [4]:

- not specifying elements and attributes directly, but describing "data  
categories" which can be realized as various elements / attributes, in  
various schema languages.
- describing the scope [5] of the ITS information, e. g. all instances of  
an element declared in a schema vs. all child elements of a given node.  
The latter methodology is relying on specified subsets of XPath.
- assuring limited impact of ITS on existing schemes by using mainly  
global attribute groups for the implementation of ITS data categories.

Although this is a first working draft, the ITS working group would  
appreciate your feedback on these basic decisions, since now we have to  
decide in which direction ITS should go. So it would be great if you could  
discuss the Internationalization Tag Set (ITS) [2] in your groups and  
provide us with your comments. Please give either feedback via the list  
"www-i18n-comments@w3.org" or via Bugzilla [6].
