Transition Request: PR Request for xml:id

The XML Core WG requests publication of the following document
as a W3C Proposed Recommendation:

xml:id Version 1.0
http://www.w3.org/XML/Group/2005/06/PR-xml-id-20050622/

The URL cited above is for the most recent Member-only version
of the specification, dated 22 June 2005.

A review version highlighting diffs versus the CR draft is at
http://www.w3.org/XML/Group/2005/06/PR-xml-id-20050622/PR-xml-id-2005062
2-diff.html

The xml:id 1.0 specification was published as a Candidate
Recommendation on 8 February 2005. The list of issues that
were raised during CR and their disposition can be found at:
http://www.w3.org/XML/2004/xml-id/cr-status/status-report.html

The Working Group has developed a test suite for use in testing
interoperability, which is described at
http://www.w3.org/XML/Test/xml-id/

An implementation report, describing the results of five
implementations, is available at
http://www.w3.org/XML/2005/01/xml-id-implementation.html

The WG's decision to request publication as a Proposed Recommendation
was taken during a teleconference on 22 June 2005, minutes may be
found at:
http://lists.w3.org/Archives/Public/public-xml-core-wg/2005Jun/0044

EXITING CR

The CR request was made at
http://lists.w3.org/Archives/Member/chairs/2005JanMar/0030
As published in the CR SOTD, the exit criteria are:

  * There are at least two interoperable implementations
of the specification. For the purpose of this CR, two
implementations will be considered interoperable if
they report the same xml:id attributes with the same
types for all tests in the test suite.

  * A minimum of one month of the CR period must have elapsed.
This is to ensure that enough time is given for any major
    errors to be caught.

The test suite for xml:id is available at:
http://www.w3.org/XML/Test/xml-id/

The implementation results are available at:
http://www.w3.org/XML/2005/01/xml-id-implementation.html

The results show two or more implementations producing the same
result for each of the test cases. The CR period started February 8,
so more than a month has passed. Therefore, the exit criteria for
xml:id have been fulfilled.

SCHEDULE

We propose that the PR period for xml:id 1.0 start as soon as
feasible (hopefully in early July) and last until 26 August 2005.

REQUIREMENTS OF TRANSITION

The XML Core WG approved publication during our telcon of 2005 June 22:

PROPOSED PR ABSTRACT AND STATUS SECTIONS

Abstract
--------
This document defines the meaning of the attribute
xml:id as an ID attribute in XML documents and defines
processing of this attribute to identify IDs in the
absence of validation, without fetching external resources,
and without relying on an internal subset.

Status of this document
-----------------------
This section describes the status of this document at the time
of its publication. Other documents may supersede this document.
A list of current W3C publications and the latest revision of
this technical report can be found in the W3C technical reports
index at http://www.w3.org/TR/.

This document is a Proposed Recommendation (PR) of the W3C. This
document has been produced by the W3C XML Core Working Group as
part of the XML Activity.

W3C Advisory Committee Members are invited to send formal review
comments to the W3C Team until 26 August 2005. Advisory Committee
Representatives should consult their WBS questionnaires. The
public is invited to send comments to the public mailing list
public-xml-id@w3.org (archive). After the review the Director
will announce the document's disposition. This announcement should
not be expected sooner than 14 days after the end of the review.

This document is based upon the xml:id Candidate Recommendation
of 8 February 2005. Feedback received during that review resulted in
clarifications but no major changes. A review version highlighting
differences between the CR draft and this PR draft is available.

The XML Core Working Group believes that this specification
addresses all Last Call and Candidate Recommendation issues.
Known implementations are documented in the xml:id Implementation
Report. A test suite is also available.

The patent policy for this document is the 5 February 2004 W3C
Patent Policy. Patent disclosures relevant to this specification
may be found on the XML Core Working Group's public IPR disclosure
page. An individual who has actual knowledge of a patent which
the individual believes contains Essential Claim(s) with respect
to this specification should disclose the information in accordance
with section 6 of the W3C Patent Policy.
