xml:id fails pubrules

Pubrules says:

  Is there an email feedback link for the AC Reps to a team only mailing
  for PR Review?

    no, only one email address has been found in the status section.
    There must be at least two of them.

What's the other address, Henry? Or does the WBS system obviate the need
for that address. Or something.
