We think this needs clarification with respect to the interpretation of fragment identifiers in the URI of the LINK or <?xml-stylesheet...?>, along the following lines: If the URI has a fragment identifier, it is interpreted as specified in RFC 3986, that is, as defined for the media type of the retrieved resource. The 'type' only provides a hint for the _interpretation_ of resulting fragment. The reason we're sending this to these two CGs is because it's not clear to us whether some such clarification should be published as an erratum to HTML 4.01 or only to the xml-stylesheet PI, or both.
