It seems support is starting to show up in some tools at least:

   http://www.yeslogic.com/prince/release/

     Support for xml:id attribute for cross-references and links."

And for browser support I would guess it is a matter of getting their
XML toolkit updated to handle xml:id

  So, what is really needed here ?
