Done. Except for 

<p>When the value of the <att>type</att> attribute is
<attval>none</attval>, the element has no XLink-specified meaning, and
any XLink-related content or attributes have no XLink-specified
relationship to the element.</p>

I'm not sure how to rephrase that. Maybe it's OK to leave it?

Done. I decided that a new bullet was not needed in 3.1.
