[Draft] Transition Request: PR Request for XInclude

As far as I can determine, the last PR requests were made in January:
http://lists.w3.org/Archives/Member/chairs/2004JanMar/0005
http://lists.w3.org/Archives/Member/chairs/2004JanMar/0014
and therefore preceded the last update to the process doc
regarding transisitions, announced in February:
http://lists.w3.org/Archives/Member/chairs/2004JanMar/0033
So, as far as I know, my last PR request for XML 1.1 from last October:
http://lists.w3.org/Archives/Member/chairs/2003OctDec/0009
is probably as good a starting place as any.

Anyway, here is what I have so far (with @@@@'s highlighting holes).
Comments solicited.

The XML Core WG requests publication of the following document as a
W3C Proposed Recommendation:

XML Inclusions (XInclude) Version 1.0
http://www.w3.org/XML/Group/2004/07/PR-xinclude/Overview.html

A review version with diffs noted is at
http://www.w3.org/XML/Group/2004/07/PR-xinclude/PR-xinclude-20040712-dif
f.html
[@@@@though it's not really]

The URL cited above is for the most recent Member-only version of the
specification, dated 12 July 2004.

The XInclude 1.0 specification was published as a Candidate
Recommendation
on 13 April 2004. The list of issues that were raised and discussed can
be
found at:
http://www.w3.org/XML/2004/07/ExIT-xinclude/issues.html

The XML Core WG has received two replies from a commentor objecting to
our response--see issues xi-2 and xi-12. In each case, the XML Core WG
re-affirmed our original response.

The WG's decision to request publication as a Proposed Recommendation
was taken during a teleconference on @@ September 2004, minutes may be
found at:

EXITING CR

The CR request was made at
http://lists.w3.org/Archives/Member/w3c-xml-core-wg/2004AprJun/0013
Therein, the exit criteria required reports of at least 2 successful
implementations of the required features defined in this specification
and at least 1 successful implementation of the following optional
features:

1. xml:lang ([language] property) fixup (section 4.5.6)
2. accept and accept-language attribute handling (section 3.1)

A successful implementation is one that passes the test suite for
the supported features.

The test suite for XInclude is available at:
http://www.w3.org/XML/Test/XInclude/

The implementation results are available at (member only):
http://www.w3.org/XML/Group/2004/08/xinclude-implementation/report.html

The above two optional features are considered at-risk.
[@@@ Do we have implementations of these?]
[@@@@ Be explicit about whether we have fulfilled our exit criteria.]

SCHEDULE

We propose that the PR period for XInclude 1.0 last for eight weeks from

publication.
