The Protocols and Formats Working Group resolved to request publication
of these documents on 18 February 2009:
http://www.w3.org/2009/02/18-pf-minutes#item03. The Transition Request
for WAI-ARIA User Agent Implementation Guide is archived at

Requirements for WAI-ARIA are set out in Roadmap for Accessible Rich
Internet Applications:
http://www.w3.org/TR/2007/WD-aria-roadmap-20071019/. These requirements
do not address specific features but describe the overall problem
WAI-ARIA sets out to solve. It is the opinion of the Working Group that
the feature set accomplishes this.

There have been no Formal Objections raised. Over the past year, the
PFWG engaged with members of the HTML WG, XHTML WG, SVG WG, and TAG
regarding how WAI-ARIA should be implemented in host languages, in a
manner that would be interoperable between XML-based languages (e.g.,
XHTML, SVG) and non XML-based languages (e.g., HTML 5). This required
compromise from all parties and would have been a cause of Formal
Objections were it not resolved.

In light of the above, the following Working Groups are particularly
requested to review WAI-ARIA 1.0:

      * HTML
      * XHTML
      * SVG
