[ACTION-21] XHTML 1.0 Third Edition draft prepared

I have prepared an initial draft of an XHTML 1.0 Third Edition as per my 
action item.  This can be found via the drafts page at 
http://www.w3.org/MarkUp/Drafts#xhtml1

I am changing the state of this action item to "Pending Review".
