This is more descriptive of the actual condition. There is no need to point out that a document with duplicate ids may be invalid; if the Access module is used in a language where duplicate ids are allowed, then that document would not be invalid, so making this change to the spec ensures the broad applicability of the Access module across languages, and is good future-proofing.
