This is something we've had in mind already. Our extension (I'll send a separate email about this later) will be updated to include a reporting mechanism so users can report sites they feel spam, phish or make fraudulent claims. I had dinner with Philip Hallam-Baker where he told me about the ID stuff going into IE 7 to which I replied "Content Labels could do the very same thing in a more flexible manner that was much more cost effective" <g>. Code of conduct for Blogs is another use case. This is something we're looking into - especially with the recent events [1] at TechCrunch [2].
