[URW3] posting draft report action and minutes question

I had an action item in support of the editing team to

Ken to investigate how we can post our draft report where group can  
see it

AttachFile and see if the attachment features of the wiki are  
sufficient.

Also, the minutes of the 3 October 2007 meeting (http://www.w3.org/ 
2005/Incubator/urw3/minutes/20071003.html) presently states:

Editing committee has done a first draft of the report.

Does the editing team consider the current status a first draft or an  
outline in the process of being populated?
