FYI,
   In case you haven't seen this, at least partially in response to
the feedback we got in the Social Web XG, the W3C has started at new
task force on revising its process to make it more lightweight or
create a new alternative lightweight process, look at OWF licensing,
and the like. It's all done over a public listserv. Read Ian's blog
post and take the survey:
