Hi Ashok, Yes, per W3C Document License [1] it is possible to publish the survey in a magazine. There is also a relevant FAQ entry [2] that might help. Also, I noticed that the survey is missing the W3C copyright statement, per XG Pub rules [3]. Can you please add the W3C copyright statement to the survey? Once you have done it, the magazine could use the survey published on w3.org, making sure to follow the W3C Document License [1]. Finally, should the magazine want to make any changes on the text of the survey before publishing it, they would need a license from W3C to do so.
