New WG charter

Please find the attached proposal for a new WG which continues on the work of this XG and Speech API CG.  After gathering feedback I am planning to push the document through the usual channels.

Note that Matt Womer and I are trying to secure meeting space at the upcoming TPAC, which I'm hoping will serve as our first meeting (informal or otherwise).  Please notify either one of us if you can make it.
