HTML Speech Incubator Group extended

Dear Advisory Committee Representative,

The mission of the HTML Speech Incubator Group [1], part of the Incubator  
Activity, is to determine the feasibility of integrating speech technology  
in HTML5 in a way that leverages the capabilities of both speech and HTML  
(e.g., DOM) to provide a high-quality, browser-independent  
speech/multimodal experience while avoiding unnecessary standards  
fragmentation or overlap. The HTML Speech Incubator Group will collect and  
review use cases, requirements, and HTML change requests on this topic and  
present a consolidated summary of the same in its final report.

The group has made good progress thus far, having developed and  
prioritized requirements, developed a significant number of more detailed  
design decisions, and begun work on initial proposals for
  1) a Web API for using Automated Speech Recognition (ASR) and  
Text-to-Speech (TTS) services,
  2) HTML markup enhancements that link to the Web API, and
  3) a protocol for how web browsers would communicate with the ASR and TTS  
services.

The group is in the midst of finishing developing these initial proposals  
and writing up a final report containing all of the work done by the  
group. The group will also discuss how this work might continue, possibly  
on a standards track, after the Incubator Group completes. The Incubator  
Group is particularly interested in involving a broader potential user  
base in any follow-on work.

The HTML Speech Incubator Group is hereby extended to 30 November 2011.
